Appropriates $5,000,000 from the General Improvement Fund to the Department of Veterans' Affairs for operating, construction, improvements, equipment and maintenance expenses associated with a Fallen Heroes Memorial to honor Arkansans killed in the war on terrorism

Appropriates $5,000,000 from the General Improvement Fund for personal services, operating expenses, maintenance, construction, renovations, equipment and grants for veterans services

Authorizes the Department to accept and use grants, donations including Federal funds, and unobligated cash income to supplement State Treasury funds for financing project costs

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law and other applicable fiscal control laws in disbursing funds

Takes effect July 1, 2017 as an emergency measure, with the act declared essential to the operation of the agency
