Appropriates $10,000,000 to Crowley's Ridge Technical Institute from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, land/facility purchases, and library resources.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the institute to supplement with grants, donations, Federal funds, and unobligated cash income.

Restricts use of appropriated funds to the stated purposes and prohibits using existing Maintenance and General Operations funds for these projects.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2017, citing constitutional restrictions on multi-year appropriations and the need for immediate operational funding.
