Appropriates $5,000,000 to the Department of Arkansas Heritage for grants supporting maintenance, operations, construction, repairs, and equipment for science, technology, engineering, and mathematics-focused museums.

Appropriates $5,000,000 for grants to maritime museums for personal services, operating expenses, maintenance, construction, repairs, and equipment purchases.

Appropriates $5,000,000 for general capital improvement grants for maintenance, renovation, equipping, construction, and repair of real property and facilities.

Appropriates $5,000,000 for matching grants for construction, improvements, and maintenance of historical monuments, markers, structures, and documents related to African American Arkansans.

Appropriates $10,000,000 to the Mosaic Templars of America Center for African-American Culture and Business Enterprise and $5,000,000 to Historic Preservation for various capital improvements and facility upgrades, with all funds payable from the General Improvement Fund and effective July 1, 2017.
