Appropriates $10,000,000 from the General Improvement Fund to the Arkansas Department of Aeronautics for grants to Aviation Training Academies for personal services, operating expenses, and strategic planning expenses.

Allows the appropriations to be exempt from certain existing rules and regulations, with new rules and regulations able to be adopted to carry out the intent of the General Assembly.

Permits receiving institutions and agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds, provided existing maintenance and operations appropriations are not diverted for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically exempted by law.

Declares an emergency effective July 1, 2017, citing the constitutional prohibition on multi-year appropriations and the essential nature of funding to agency operations.
