Appropriates $10,000,000 to the War Memorial Stadium Commission from the General Improvement Fund for purchase of equipment, construction, improvements, renovations, and maintenance.

Permits the Commission to accept and use grants, donations, and Federal funds in addition to State Treasury funds to supplement the appropriation.

Restricts use of appropriated funds to the specified purposes and prohibits using maintenance and operations funds for projects authorized by this act.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations in disbursement of funds.

Takes effect July 1, 2017 with an emergency clause declaration to ensure proper agency operations and administration of essential governmental programs.
