• Appropriates funds from the General Improvement Fund to the Department of Human Services and its divisions for capital improvements, grants, and community-based programs totaling approximately $210 million

• Allocates $5 million each to the Burlsworth Foundation, Radiation Therapy Institutes, after-school literacy programs, community-based programs, after-school programs, homeless shelters, food pantries, safe haven programs, homeless housing organizations, community organizations serving the poor, and children's rehabilitation center bathroom renovations

• Allocates $10 million each to Meals on Wheels providers, senior community services, Area Agencies on Aging Senior Citizen Centers, additional Senior Citizen Centers, and hospice providers through the Division of Aging and Adult Services

• Allocates funds ranging from $5-10 million to behavioral health services, developmental disabilities programs, services for the blind, child care early literacy programs, and youth services divisions for treatment programs, facility improvements, and community-based initiatives

• Effective July 1, 2017 with an emergency clause; requires compliance with state purchasing and fiscal control laws unless otherwise specified
