• Appropriates $80,000,000 from the General Improvement Fund to eight Economic Development Districts ($10,000,000 each) for grants to local entities including fire departments, emergency services, senior centers, parks, water projects, schools, libraries, and other community organizations.

• Appropriates $5,000,000 to the Little Rock Zoo for improvements, renovations, grounds maintenance, equipment, construction, and operating expenses.

• Appropriates $5,000,000 to Arkansas Children's Hospital for personal services, operating expenses, construction, renovation, equipment, furnishings, and maintenance.

• Appropriates $5,000,000 to regional airport authorities for low-cost carrier incentive grants.

• Prohibits administrative fees, matching fund requirements, and deductions from the total funding disbursed; directs funds to be distributed in full without cost reductions to recipients; effective July 1, 2017.
