Appropriates $15,000,000 to Arkansas State University for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources, with additional $5,000,000 allocations each for Colony Center improvements, Paragould Instructional Site, Hemingway-Pfeiffer Museum, and Lakeport Plantation facilities.

Distributes $15,000,000 to Arkansas Tech University for general improvements and $5,000,000 for the Ozark Campus; appropriates $15,000,000 each to Henderson State University and Southern Arkansas University for similar general improvement purposes.

Allocates $25,000,000 to University of Arkansas System for various institutions and entities, with additional $5,000,000 grants each for Arkansas Teacher Corps, Garvan Woodland Gardens, Arkansas Research and Education Optical Network, and three specialized centers.

Provides $15,000,000 each to University of Arkansas at Little Rock, Monticello, Pine Bluff, and University of Central Arkansas for construction, renovation, maintenance, and equipment, with targeted allocations to specific campuses and programs.

Funds come from the General Improvement Fund; institutions may supplement with federal funds, grants, donations, and unobligated cash income; Act takes effect July 1, 2017.
