Appropriates $5,000,000 from the General Improvement Fund to the Arkansas State Game and Fish Commission for grants supporting the Hunters Feeding the Hungry program statewide.

Authorizes the Commission to use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project costs.

Allows the Commission to adopt new rules and regulations to implement the appropriation without restriction by requirements applicable to other programs.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically exempted.
