Appropriates $10,000,000 to the Arkansas Waterways Commission for personal services, operating expenses, construction, and project expenses for the "Three Rivers Study" at the confluence of the Arkansas, Mississippi, and White Rivers.

Appropriates $10,000,000 for grants to port authorities and intermodal authorities under the Arkansas Port, Intermodal, and Waterway Development Grant Program for port development projects as defined by Arkansas Code § 15-23-205.

Requires contracts and obligations to not exceed State Treasury funds actually available, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Mandates strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws during fund disbursement.

Declares an emergency clause making the act effective July 1, 2017, citing the Arkansas constitutional restriction on appropriations to one-year periods and the need for immediate agency operations.
