Appropriates $25,000,000 to the University of Arkansas from the General Improvement Fund for construction, renovation, maintenance, equipment, personal services, and operating expenses across University of Arkansas System institutions.

Institutions may supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs, but existing maintenance and general operations appropriations cannot be redirected for this purpose.

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically exempted by law.

Funds must be used in compliance with stated reasons for adoption as documented in budget manuals, agency requests, executive recommendations, and legislative council or joint budget committee records.

Act becomes effective July 1, 2017 on an emergency basis to ensure continuous operation of the university system.
