Appropriates $800,000 to South Arkansas Community College from the General Improvement Fund for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance projects.

Allows the college to accept and use grants, donations, and Federal funds to supplement state appropriations, but prohibits using Maintenance and General Operations funds for these capital improvement purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursing the appropriated funds.

Declares an emergency effective July 1, 2017, citing the constitutional one-year appropriation limit and the essential need for timely funding to maintain agency operations.
