Appropriates $1,380,000 from the General Improvement Fund to Phillips Community College of the University of Arkansas for roof repair and/or replacement and Americans with Disabilities Act (ADA) improvements to various buildings.

Permits the college to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the full project costs.

Restricts use of maintenance and general operations funds for these capital improvement projects and requires compliance with state purchasing laws and fiscal control regulations.

Requires that disbursed funds comply with stated reasons for adoption as documented in budget manuals, agency requests, and legislative recommendations.

Takes effect July 1, 2017 as an emergency measure deemed essential to agency operations.
