Appropriates $4,000,000 total in General Improvement Fund grants to eight Economic Development Districts ($500,000 each) for distribution to fire departments, emergency services, Boys and Girls Clubs, senior centers, recreation facilities, police departments, parks, water/wastewater projects, schools, libraries, and other eligible entities

Prohibits any administrative fees, matching fund requirements, or deductions from the full amount of funding disbursed to recipients

Allows recipient institutions and agencies to accept and use federal funds, grants, donations, and unobligated cash income to supplement state funds for project financing

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations unless specifically exempted by law

Declares an emergency effective July 1, 2017 based on the Arkansas Constitution's one-year appropriation limitation and necessity for immediate agency operations
