Adds definition of "ransomware" to Arkansas Code § 5-41-102 as a computer contaminant or lock that restricts access to computers, systems, networks, or data where a person demands money, property, or service to remove it or restore access

Amends Arkansas Code § 5-41-103 to include a new offense of knowingly introducing or installing ransomware on another person's computer, computer system, or computer network with purpose to defraud or extort money, property, or service

Designates computer fraud or extortion as a Class D felony

Updates Arkansas Code § 21-15-111(f)(34) and § 21-15-112(f)(34) to include computer fraud or extortion as a disqualifying offense for certain state financial or information technology positions
