Appropriates $250,000 from the General Improvement Fund to the University of Arkansas Community College at Rich Mountain for improvements, enhancements, equipment, renovations, and maintenance of its off-campus site in Waldron, Arkansas.

Permits the institution to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing project costs.

Prohibits the use of appropriated funds for maintenance and general operations budgets; all disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Requires all fund disbursements to comply with stated reasons for adoption as documented in budget manuals, correspondence, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2017 to ensure immediate availability of funds for agency operations, citing the Arkansas Constitution's one-year appropriations limitation.
