Amends Arkansas Code § 23-99-902(3)(A) to redefine "healthcare payor" as an entity that reimburses physicians for healthcare services covered by a plan administered, issued, or delivered by that entity.

Prohibits contractual arrangements or actions that waive or conflict with alternative payment system requirements, rendering any such waivers void.

Directs the State Insurance Department to develop and promulgate rules for implementation and enforcement of alternative payment system provisions.

Allows physicians, physician practices or clinics, and physician representative organizations to enforce requirements by filing suit against healthcare payors in Pulaski County Circuit Court or in any Arkansas circuit court where a physician claimant resides or does business.
