Amends Arkansas Code § 6-14-102 to remove "third Tuesday in September" as a required date for annual school elections, leaving only the "first Tuesday following the first Monday in November" as the mandatory date.

Allows school district issues to be printed on the same ballot as general elections when annual school elections are held in November of even-numbered years.

Permits school districts to hold elections on alternative dates for tax rate or debt issues if the Commissioner of Education approves and the election is held before the annual school election date.

Authorizes county boards of election commissioners to reduce polling places, conduct elections by absentee ballot and early voting only, or use paper ballots counted by hand in lieu of electronic voting machines for September elections or November elections in odd-numbered years.

Requires counties where school districts have territory in multiple counties to designate polling sites in each county for contested school elections.
