Authorizes Arkansas distillers and manufacturers to sell spirituous liquors by the drink or by the package for on-premises consumption at their facilities, in addition to existing off-premises sales rights.

Permits distillers to sell liquors produced on-premises, wine, beer, and malt liquor for consumption on the premises if the manufacturer provides facility tours and only sealed containers are removed from the property.

Allows manufacturers to provide or sell liquors to charitable and nonprofit organizations holding valid special event permits, with sales limited to the duration of the particular event.

Authorizes the Alcoholic Beverage Control Division to approve spirituous liquor tasting events for educational or promotional purposes at any location in wet areas of the state, with at least five days' notice required for authorization and two weeks' notice required before the event.

Declares the act to be an emergency measure due to substantial growth and expansion of Arkansas's distilling industry, effective upon gubernatorial approval or expiration of the veto period.
