Adds definition of "final year of apprenticeship" as completion of 480 or more classroom hours and 6,000 or more on-the-job work hours in an approved U.S. Department of Labor apprenticeship program

Allows apprentice plumbers in their final year to work under indirect supervision rather than direct supervision of a master or journeyman plumber

Defines "indirect supervision" as the ability to contact a master or journeyman plumber by phone, text, email, or in person for direction or advice without meeting proximity requirements

Requires final-year apprentice plumbers to possess a valid identification card issued by the local apprenticeship committee indicating their final-year status

Maintains existing supervision requirements for apprentices not in their final year, including direct observation at regular intervals and reasonable proximity to supervising plumber
