Prohibits all drivers from operating a motor vehicle on public streets or roadways while using a handheld wireless telephone or device, with exceptions for emergency purposes and when safely pulled over with the vehicle completely stopped.

Allows drivers at least 18 but under 21 years of age to use hands-free wireless devices while driving, but prohibits handheld device use except for emergencies.

Requires drivers under 18 years of age to refrain from using both handheld and hands-free wireless devices while operating a motor vehicle, except for emergency purposes.

Exempts certified law enforcement officers, firefighters, emergency medical personnel, and other public safety personnel from these restrictions when performing official duties.

Expands the definition of "hands-free wireless telephone or device" to include global positioning or navigation devices, and clarifies that such devices may require use of one hand to activate or initiate functions.
