Amends Arkansas Code § 25-16-702 to establish oversight requirements for settlement agreements negotiated by outside legal counsel employed by state officers and entities.

Defines "state officer or entity" to include the Lieutenant Governor, Secretary of State, Treasurer of State, Attorney General, Commissioner of State Lands, Auditor of State, Arkansas State Highway and Transportation Department, Arkansas State Game and Fish Commission, and other executive branch agencies, commissions, boards, bureaus, and offices.

Requires settlement agreements negotiated by outside counsel for state officers or entities to be approved by the Governor and submitted to the Litigation Reports Oversight Subcommittee of the Legislative Council before execution.

Requires settlement agreements negotiated by outside counsel for the Bureau of Legislative Research or Arkansas Legislative Audit to be submitted to the Litigation Reports Oversight Subcommittee of the Legislative Council for review before execution.
