• Mandates offerors have 5 business days to protest evaluation committee member participation on grounds of perceived bias from familial relationships or financial interests.

• Requires at least one expert evaluator on evaluation committees for contracts exceeding $10 million requiring specialized knowledge, or 60% expert evaluators for contracts exceeding $100 million.

• Establishes that price must receive minimum 30% weight in proposal evaluations unless approved by Governor (for state agencies) or governing body vote (for higher education/political subdivisions).
