Increases maximum civil penalty for HVACR violations from $250 to $1,000 per violation, with each day of continuing violation counted as a separate violation.

Requires the HVACR Licensing Board to provide persons charged with violations an opportunity for a hearing before assessing civil penalties.

Makes it a Class B misdemeanor, punishable by up to $1,000 fine or 90 days jail time, to fail paying a third penalty within six months.

Prohibits unlicensed HVACR workers from obtaining mechanic's liens, laborer's liens, or other artisan's liens and requires any payments received to be remitted to the board.

Grants the HVACR Licensing Board explicit authority to assess and collect penalties from persons who violate chapter provisions, rules, or board orders.
