Clarifies that the Arkansas School for Mathematics, Sciences, and the Arts is a residential high school for eleventh and twelfth grade students with outstanding academic credentials.

Changes the Board of Visitors meeting requirement from monthly to at least quarterly meetings as determined by the board.

Repeals the provision requiring the school to aid in its orderly transition to becoming a campus of the University of Arkansas.

Requires Arkansas resident students selected to attend the school to pay no tuition, fees, or room and board costs.

Requires international students selected to attend the school to pay tuition, fees, and room and board costs as established by the University of Arkansas Board of Trustees.
