Exempts landowners and lessees from the requirement to immediately kill feral hogs captured on private property if the hogs are not moved from the property.

Allows feral hogs to be permanently identified with an eartag approved by the Arkansas Livestock and Poultry Commission and transported to a certified terminal facility as an alternative to immediate killing.

Requires terminal facilities to maintain records including seller name, purchase date, number of hogs purchased, and eartag numbers for each feral hog.

Defines "terminal facility" as a facility for containment of domestic and feral hogs that requires hogs to be killed before leaving the facility.

Prohibits feral hogs from being released into the wild under any circumstances.
