Appropriates $5,874,308 to the Office of the Governor for fiscal year 2017-2018, payable from the State Central Services Fund.

Authorizes maximum of 60 regular employees with specified salary grades ranging from SE01 (Executive Secretary) to GS06 (Administrative Assistant I), plus up to 7 temporary or part-time "Extra Help" employees.

Allocates funds as follows: $4,041,707 for regular salaries, $8,789 for extra help, $1,247,906 for personal services matching, and $546,706 for operating expenses plus $15,200 for conferences and travel and $14,000 for professional fees.

Permits the Office of the Governor to exceed maximum salary levels by no more than 20% for no more than one-third of authorized positions with approval from the Arkansas Legislative Council or Joint Budget Committee.

Authorizes transfer of appropriation between line items within the Governor's Office operations after approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee; effective July 1, 2017 through June 30, 2018.
