Creates the Arkansas False Claims Act establishing liability for persons who knowingly present false or fraudulent claims to the state or local government, including making false records, concealing obligations, or conspiring with others to commit these acts.

Imposes civil penalties of $2,500 to $10,000 per violation plus two times the amount of damages sustained by the state or local government.

Allows private citizens to bring civil actions on behalf of the state, with enforcement entities having 60 days to decide whether to intervene; if they proceed, the person is entitled to 20-25% of the award, or 30-40% if the enforcement entity declines.

Provides that persons bringing successful actions receive reasonable attorney's fees and expenses paid by the defendant, and allows defendants to recover fees if a case is found frivolous, vexatious, or brought primarily for harassment when the enforcement entity does not proceed.

Excludes claims under the Medicaid Fraud False Claims Act and actions against federal, state, or local governments or their officers acting in official capacity.
