Adds Arkansas Code section 17-101-316 establishing a certification requirement for technicians performing livestock embryo transfer/transplant and livestock pregnancy determination services.

Prohibits the Veterinary Medical Examining Board from investigating or prosecuting technicians engaged in these activities until July 1, 2019.

Requires applicants to submit a $1,000 application fee along with: a letter from a licensed veterinarian documenting proficiency based on at least 3 supervised occasions within 6 months, completion of a qualified reproduction specialist course, proof of at least 50% financial interest in required equipment, and membership in the International Embryo Transfer Society or American Embryo Transfer Association.

Sets certification expiration at 2 years and requires renewal with a $250 fee and continuing education course completion in bovine reproduction.

Allows certified technicians to administer only prescription drugs that have been prescribed by a licensed veterinarian with a valid client-patient relationship.
