Modifies retirement compensation for Office of the Arkansas Lottery employees to include only base salary and special salary allowances under § 23-115-306, excluding multipliers or other salary increases.

Establishes 72 authorized positions for the Office of the Arkansas Lottery with specified titles, grades, and maximum annual salary rates ranging from $141,603 for the Director down to entry-level positions.

Authorizes special salary allowances up to 50% above maximum pay level for the Director, gaming director, and internal auditor with approval from the Legislative Council or Joint Budget Committee.

Allows the Director to establish salaries exceeding maximum pay level by no more than 25% for up to 10% of authorized positions with Legislative Council or Joint Budget Committee approval.

Reduces the expansion pool of new positions from 60 career service and 15 professional/executive positions to 10 total positions, all requiring Legislative Council or Joint Budget Committee review before authorization.
