Amends Arkansas Code § 16-68-607 to restrict incarcerated persons from filing civil actions or appeals under Arkansas indigency statutes after 3 or more prior frivolous, malicious, or legally deficient lawsuits while incarcerated or detained in any facility.

Excludes habeas corpus petitions, writs of error coram nobis, and Rule 37 relief petitions from the definition of "civil action or proceeding" under this restriction.

Creates an exception allowing incarcerated persons to file civil actions despite the 3-strike threshold if they are under imminent danger of serious physical injury.

Requires that prior actions must be "determined by a court" to be frivolous, malicious, or fail to state a claim upon which relief may be granted before they count toward the restriction.
