Modifies the Arkansas Healthcare Transparency Initiative Fund to include subscription fees or payments made by third parties to the State Insurance Department for data access, replacing language about general payments and gifts.

Adds the State Insurance Department's role in regulating insurance business to the legislative intent of the Arkansas Healthcare Transparency Initiative Act of 2015.

Expands the definition of "submitting entity" to include risk-based provider organizations licensed by the State Insurance Department and entities contracting with the Department of Correction or Department of Community Correction to provide medical, dental, or pharmaceutical care to inmates.

Adds a representative from the Arkansas Biosciences Institute as an ex-officio, nonvoting member of the Arkansas Healthcare Transparency Initiative Board.

Requires the Department of Health to submit data collected under the State Health Data Clearinghouse Act, hospital discharge and emergency department records, birth and death records, and disease registry data to the Arkansas Healthcare Transparency Initiative for integration into its database.
