Amends Arkansas Code § 10-2-303 to clarify that subpoenas for House committees shall be signed by the Speaker of the House and attested by the Chief Clerk, and subpoenas for Senate committees shall be signed by the President Pro Tempore and attested by the Secretary of the Senate.

Modifies Arkansas Code § 10-2-307 to authorize committees of either house or joint committees to issue subpoenas signed by the committee chair or acting chair (or cochairs for joint committees) for witness attendance and production of documents.

Eliminates the requirement for additional signatures beyond the committee chair or cochairs for subpoena issuance.

Specifies that subpoenas may be served by any officer authorized to serve process in civil cases.
