Changes Arkansas Code § 12-8-210 to require the Department of Arkansas State Police to obtain medical and hospital insurance or establish a self-insurance fund for all eligible employees.

Expands the department's authority to provide hospitalization and medical services coverage for spouses and dependents of eligible employees under either a group health insurance program or self-insurance program.

Defines "eligible employee" as a full-time employee of the department qualified to enroll in health benefit plans offered by the department or the State and Public School Life and Health Insurance Program.

Allows retired State Police members receiving retirement benefits after July 1, 1985, to participate in the group health self-insurance program for employees, spouses, and dependents under the same conditions as retired state employees in the State and Public School Life and Health Insurance Program.

Replaces references to "uniformed personnel" with "eligible employees" throughout the statute.
