Replaces "husband" with "spouse" throughout Arkansas Code § 9-10-201 to allow same-sex married couples to use artificial insemination with the same legal protections as opposite-sex couples.

Changes "the woman intended to be the mother" to "the woman person intended to be the mother parent" to accommodate same-sex parental relationships in surrogacy cases.

Establishes that when a married biological father uses a surrogate with his spouse, the child is presumed to be theirs regardless of which spouse is biological parent.

Clarifies that when an anonymous donor's sperm is used in surrogacy, the intended parent(s) and their spouse (if married) are presumed to be the legal parent(s).

Applies these same-sex marriage protections to both married women (§ 9-10-201(a)-(b)) and unmarried women (§ 9-10-201(c)(1)) who use artificial insemination and surrogacy.
