Amends Arkansas Code § 5-73-119(c) to permit concealed handgun license holders to carry handguns on private institution campuses if permitted by the institution's governing board, and on publicly supported institution campuses if the person possesses a valid concealed handgun license.

Modifies Arkansas Code § 5-73-122(a)(3) to allow concealed handgun license holders to carry firearms in publicly owned buildings or facilities of publicly supported institutions of higher education.

Amends Arkansas Code § 5-73-306(13) to remove restrictions on concealed handgun possession in college, community college, and university campus buildings or events, with exceptions for authorized firearms activities and parking lot provisions.

Repeals Arkansas Code § 5-73-322, which previously allowed only staff members at public universities, colleges, and community colleges to carry concealed handguns on campus with specific governing board approval conditions.

Maintains prohibition on handgun storage in university or college-operated student dormitories and residence halls.
