Creates the Task Force to Study Best Practices for Voter Registration and Early Voting with membership including two county clerks from each congressional district, the Secretary of State, state and county election officials, and three qualified electors appointed by the Secretary of State

Task force members serve without compensation but may receive reimbursement under § 25-16-902, with a majority of members constituting a quorum for conducting business

Secretary of State or designee shall call the first meeting within 60 days of the effective date and serve as chair at that meeting; subsequent chair and officers shall be elected by task force members at the first meeting

Task force shall meet at least quarterly and must examine current voter registration and early voting processes, study processes in other states, identify improvements, and report findings and recommendations to the General Assembly no later than December 1, 2018

Task force automatically expires the day after submitting its final report to the General Assembly
