Reduces Trauma Advisory Council membership from 20 to 12 voting members appointed by the Governor, eliminating positions for the Arkansas Academy of Family Physicians, Arkansas Emergency Medical Services for Children Program, Arkansas Trauma Society, Arkansas Society of Trauma Nurses, Arkansas Spinal Cord Commission, and Arkansas Medical, Dental, and Pharmaceutical Association.

Removes the requirement that the Trauma Advisory Council advise the Department of Health on allocation of funds, though fund allocation still requires approval of the State Board of Health.

Changes hospital association representation on the council from 4 members to 3 members.

Modifies the quorum requirement from 13 voting members to a simple majority of voting members.

Allows the Department of Health to waive or substitute educational requirements for trauma systems until March 1, 2019, to ensure hospitals retain their trauma level designation.
