Repeals Arkansas Code § 23-115-207(a)(2)(B) regarding rulemaking authority for lottery ticket sales involving cash-only and payment prohibition rules.

Prohibits the sale of lottery tickets or shares using in-store credit, credit cards, charge cards, checks, or any form of deferred payment.

Allows retailers to accept cash and noncash, noncredit payment methods, including debit cards or electronic fund transfers directly from consumer accounts.

Makes retailers responsible for any costs, fees, or charge-backs incurred when accepting noncash, noncredit payment methods.

Defines "debit card" as any card issued by a financial institution to initiate electronic fund transfers for transferring money or obtaining money, property, labor, or services.
