Appropriates $35,599 to the Arkansas Board of Hearing Instrument Dispensers for personal services and operating expenses for the fiscal year ending June 30, 2018, payable from cash funds.

Authorizes up to 2 temporary or part-time employees ("Extra Help") at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Allocates funds as follows: $16,200 for extra help, $1,249 for personal services matching, $17,800 for operating expenses, and $350 for professional fees.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2017 to ensure continuity of essential governmental programs administered by the Board.
