Exempts crystal quartz mining on private property from Arkansas Open-Cut Land Reclamation Act permitting requirements when the property owner holds both surface and subsurface rights.

Requires owners mining quartz crystal to remove and separately store topsoil and spoil on-site for future reclamation needs.

Mandates that upon completion of mining, property owners must safeguard the site from trespass if highwalls remain.

Requires owners to backfill spoil into pits and cover the site with topsoil whenever possible, or alternatively grade spoil at a slope no steeper than 1 foot vertical to 3 feet horizontal.

Requires revegetation of the mining site to prevent pollution of state waters in all reclamation scenarios.
