Requires the Arkansas State Highway and Transportation Department to erect temporary construction project information signs at least 30 days before the start date of public road construction projects costing $10,000,000 or more.

Signs must display the project start date, estimated completion date, and assigned job number at the beginning and end of each qualifying construction project.

Department must post detailed project information on its website using the job number, including start date, estimated completion date, total contract cost, contractor names, and schedule status (days ahead or behind).

Applies to construction, restoration, reconstruction, renovation, or repair projects for roads, highways, bridges, overpasses, interchanges, and rights-of-way initiated by the State Highway and Transportation Department or State Highway Commission.

Department may promulgate rules for administration and implementation of these transparency and disclosure requirements.
