Removes the January 1, 2010 effective date and eliminates the requirement for electronic simulation and hands-on familiarization with personal watercraft, allowing instruction to be administered through an online study course approved by the commission.

Changes examination requirement from "written" to "online or written" examination to demonstrate applicant's ability to exercise ordinary and reasonable control in operating a motorboat and personal watercraft.

Expands boater education certificate requirements to apply to any person born on or after January 1, 1986, rather than limiting to Arkansas residents, requiring either a commission-approved safe boating course or completion of a questionnaire.

Allows temporary boater education certificates valid for thirty (30) days to be obtained by completing a commission-developed questionnaire, available to both residents and nonresidents born on or after January 1, 1986.

Preserves recognition of valid boating education certificates issued by other states to nonresidents if the course is approved by the National Association of State Boating Law Administrators.
