Amends Arkansas Code § 11-10-210(f) to add a new subdivision exempting owner-operators who provide motor vehicles and driver services to motor carriers under written contracts from the definition of "employment"

Specifies that employees or agents of the owner-operator shall not be considered employees of the motor carrier for purposes of employment security taxation or compensation

Exemption does not apply if the service constitutes employment under the Federal Unemployment Tax Act or if the owner-operator is a state/local government entity, federally recognized Indian tribe, or nonprofit organization as defined in federal tax code

Becomes effective January 1, 2018
