Amends Arkansas Code § 16-60-104 to allow civil actions involving the state to be brought in either Pulaski County or any other county where venue is proper under state law, rather than exclusively in Pulaski County.

Modifies Arkansas Code § 16-60-201 to permit defendants in civil actions against the state to obtain a change of venue by motion to Pulaski County, any county where a plaintiff resides or conducts business, or any Arkansas county if no plaintiff is a state resident.

Amends Arkansas Code § 16-60-202 to clarify that venue changes in state-defendant cases follow the new standards under § 16-60-201(e) and are not subject to the requirement that a change be "necessary" to obtain a fair trial.

Prohibits changes of venue in civil actions where the state or state officials are plaintiffs or where state boards/commissioners act in official capacity.

Declares an emergency, making the act effective immediately upon Governor approval, passage without veto, or veto override.
