Adds "small brewery" and "small brewery tap room" to beer festival permit participation, and allows small breweries with distribution permits to accept out-of-state beers for pouring at festivals.

Allows small breweries to operate up to two (2) small brewery tap rooms that can sell the brewery's own beer and hard cider for on or off-premises consumption, and non-brewed beer, hard cider, and wine for on-premises consumption only.

Permits transportation of beer, malt beverages, and hard cider between commonly owned small breweries and separate brewing facilities, with a cap of 15,000 barrels per year for distribution to retail and small brewery license holders.

Establishes that small breweries can maintain one (1) separate brewing facility for production or storage without exceeding the 45,000 barrel annual aggregate limit across all facilities under common ownership.

Exempts front-of-house employees (bartenders, hosts, kitchen staff, servers, janitorial staff) from employment restrictions, allowing them to work simultaneously for multiple alcohol beverage permit or license holders.
