Repeals Arkansas Code § 5-73-119 prohibiting handgun possession by minors and on school property, and § 5-73-120 establishing the offense of carrying a weapon

Repeals Arkansas Code § 5-73-122 prohibiting firearm possession in publicly owned buildings and facilities, with exceptions for law enforcement and those with concealed carry licenses in motor vehicles

Allows concealed handgun license holders to carry firearms on K-12 private school property if authorized by the school's governing board or if the school is operated by a church that permits it

Amends juvenile code provisions to remove mandatory detention and extended jurisdiction requirements for minors possessing handguns or carrying firearms on school property

Modifies § 5-73-131 to add new restrictions on firearm possession on Department of Correction and Department of Community Correction premises, limited to authorized law enforcement and employees
