Creates the "Patriotic Access to Students in Schools Act" effective with the 2017-2018 school year, allowing representatives of patriotic societies to speak with and recruit students during school hours.

Defines "patriotic society" as any youth group listed in Title 36 of the United States Code as it existed on January 1, 2017.

Requires patriotic societies to provide verbal or written notice to the principal of their intent to speak to students, and principals must provide verbal or written approval of the specific day and time.

Permits patriotic societies to use school buildings or property to provide services and activities to students at times other than instructional time during the school day.
