Prohibits counties, cities, and towns from establishing or mandating minimum wage rates or employment benefits that exceed federal or state requirements

Defines "employment benefit" to include health insurance, retirement plans, paid leave, scheduling policies, and other terms of employment beyond wages and salary

Excludes public employers (the State of Arkansas and political subdivisions) from the definition of "employer" subject to this restriction

Does not preempt any state law or local minimum wage ordinance requirements already in effect on the act's effective date

Enacted March 24, 2017 with the stated purpose of creating a stable regulatory environment and promoting economic development by preventing a patchwork of local employer requirements
