Modifies Arkansas Code § 17-95-412(b) to clarify requirements for physician educational licenses, including application submission, information provision, payment of licensure fees, and affiliation with accredited academic medical programs in Arkansas.

Allows physicians to serve as faculty members in Arkansas or be affiliated with and supervised by licensed faculty at programs accredited by the Accreditation Council for Graduate Medical Education or the American Osteopathic Association.

Specifies that educational licenses authorize the practice of medicine only within clinical and educational programs in Arkansas that are established and administered by medical schools accredited by agencies recognized by the United States Department of Education or approved by the Arkansas Higher Education Coordinating Board.

Declares an emergency clause to ensure the bill becomes effective immediately upon Governor approval, veto expiration, or veto override to avoid conflicts with the effective date of Act 147 of 2017.
